Hong Kong police received a referral from the Department of Health on the 28th of last month, stating that the captain of a "THOR MONADIC" cargo ship that arrived in Hong Kong from Indonesia on August 24 was applying for a quarantine certificate from the Ministry of Health, prompting the Ministry of Health to issue an entry permit. He was suspected of providing false health information.
On August 25, the Ministry of Health received a report that several crew members on board were sick, and immediately sent someone to inspect the crew. It was found that 15 of the 23 crew members, including the captain, were diagnosed with COVID-19. The confirmed crew members were then sent to the hospital for treatment, and 8 uninfected crew members stayed on board for isolation.
It is reported that the Hong Kong police boarded the "THOR MONADIC" cargo ship with officers of the Department of Health on September 6 to investigate and search for evidence.
It turned out that before the cargo ship entered Hong Kong waters in mid-August, many crew members had various symptoms, such as high fever, cough, and difficulty breathing.
Police investigations revealed that the captain deliberately provided false information to prompt the Department of Health personnel to issue permits to enter Hong Kong waters.
The police said that after consulting the Ministry of Justice, the captain of the ship was arrested on suspicion of "fraud" on the 15th.
